We can estimate a bit.

We can quickly eliminate A) in favor of B) because the difference in B is larger and the 2001 value in B is smaller.

We then have to calculate B) ...

The next step is to calculate C) and note that it is lower than B). We an also see that D) and E) will be similar to C) ... smaller differences but corresponding smaller 2001 values.
