Definitely a good point about the use of "where" for locations, but I'd also advise that there are situations in which "location" is used pretty broadly. For example related to this question, real estate agents frequently refer to school districts as places: "This house is located in the coveted Plymouth-Canton School District".

So I'd be careful in eliminating any answer choices just on the basis of that...on a first pass through I'd eliminate any egregious violations of the "where" modifies a place / "who" modifies a person rule but I'd err on the side of being forgiving unless you don't see any other major error categories (like the glaring pronoun error in D, etc.
