please explain how they arrived at the answer. Most importantly, the explanation of how to use scientific notation when the number is more complex i.e. 198,780,052 instead of 12,000.

For example:

Which of the following is closest to the value of 673*19,423?
A) 1,390,000
B) 1,410,000
C) 13,900,000
D) 14,100,000
E) 139,000,000

673*19,423
This can be:
6.7 * 10^2 * 1.9 * 10^4
6.7 * 1.9 is just under 14, so we have
just under 14 * 10^6
closest to answer choice C

You'll notice in the answer choices that once you figure out the decimal places, all you need to know is whether the first two numbers are just under 14 or just over 14...
