How do they arrive at 9 for the answer? I don't understand how 9 satisfies all conditions?

two digit numbers that have a remainder of 4 when divided by 9:

13, 22, 31, 40, 49, 58, 67, 76, 85, 94

only 49 and 94 in the above list are multiples of 7. so only 9 and 4 could be possible units digits of q

you can formulate the words to math by this formula in any similar question,

q / 9 = x + 4 / 9

=> q = 9 x + 4

then start to substitute by x from 1 as there is no condition of x value.
when x = 1, q = 13
x = 2, q = 22
x = 3, q = 31 and so on,
until you find q is a multiple of 7 as it's a condition of q stated in the question
which is when x = 5, q = 49

4 and 9 are the possible answers,
4 is not included, so 9 is the correct answer.
