Although modern science....., - is this not modifying the disease?

If So, shouldn't the next word after the coma be "the disease" instead of "every few year" as in the correct answer choice?

What comes prior to the comma does not modify, "disease". What is does do is describe the situation -- modern science has eradicated the plague.
