Hello:
Could you please expand on why Answer E is irrelevant? "The percentage of released criminals arrested while under supervision is the same for intensive supervision as for routine supervision." Using mathematical expression:
1. Released Criminals Arrested - Intensive Supervision: RIS
2. Released Criminals Arrested - Routine Supervision: RRS
3. Number of Criminals put under Routine Supervision:NRS
4. Number of Criminals put under Intensive Supervision:NIS

In this case, RIS/NIS approximately equals RRS/NRS. hence, Answer E: The number of criminals put under routine supervision was not significantly greater than the number of criminals put under intensive supervision.

Could you please explain

Choice E is not relevant because the premises of the argument are in percentages.

Choice C is best because we have to assume that the arrest/crimes ratio is the same for both classes. If it was higher for intensive supervison, the conclusion would not be valid.
