why is D wrong? The question asks
Which of the following....method for achieving a reduction in acid rain?

If the china has no control over the cause of the rain, it's strategy will not help.
doesn't it weaken the arg?

Choice D is incorrect because it does not address the Chinese government's strategy to reduce acid rain with acting on factors that it can control.

Choice E does this by bringing to light that the strategy won't work because regulations will be ignore.

I am still not clear why the strategy should include "factors that it can control"
The question just asks us to prove that the strategy will not work.

Please suggest!

Think of it this way ... the strategy is about controlling things that China can control: coal-fired power plants, factory emissions, etc. If it does these things it works to some extent even if there are other factors (like volcanos).
