I am not quite sure what it means.

Why does it say " if you are 100% sure that the first statement is giving you a yes answer to the question at hand, it would be impossiblt for the second statement to give a definitive answer of no."

For example, what if Q.13's question was

Is X>0?
(1) X=9
(2) /x/=-x

then, (1) is still 100% yes and (2) is no. both should be sufficient.
However, according to the text, it is impossible for (2) to be no.

Please advise how to understand this topic.

It would not be possible to have a problem with the statements that you described:


(1) X=9
(2) /x/=-x

from (2), x would have to be <=0 which is not possible if x = 9

The statements can not contradict each other. If one statement leads you to "yes", the other statement can't lead you to "no"
